Is that self medicating?

My brother used to see a psychiatrist and he was given antidepressants for about a year. then he stopped going and stopped the medication. now 6 months after he stopped he started again the medication without going to a doctor. he takes the same dose he did before. is that self medicating and should i say something to him to make him stop?
